Spill Containment
Federal regulations require secondary containment for facilities that store petroleum products, hazardous chemicals, and other regulated substances. Under the EPA's Spill Prevention, Control, and Countermeasure (SPCC) rule (40 CFR Part 112) and the Resource Conservation and Recovery Act (RCRA), facilities must maintain secondary containment systems capable of holding the full volume of the largest container in a storage area, plus freeboard for precipitation.
